Each US airline's "Basic" fare comes with different rules — and the biggest gotcha (no carry-on on United Basic) catches travelers out constantly. Here's all 7 US carriers with a Basic tier, side-by-side, so you know before you book. ULCCs (Spirit, Frontier, Allegiant, Avelo) sell unbundled by default — see the explainer at the bottom.
⚠ The big one: United Basic Economy = personal item ONLY. No full carry-on bag. Show up at the gate with a 22-inch carry-on on a United Basic ticket and you'll pay $65 to gate-check it. Delta and American Basic both let you bring a full carry-on. United is the outlier — and the most common surprise.

About ULCCs (Spirit, Frontier, Allegiant, Avelo, Breeze): These airlines don't have "Basic Economy" as a separate fare class — every fare is unbundled by default. You pay for carry-on, checked bags, seat selection, drinks, and changes individually. The "Bare Fare" (Spirit) / "The Works" (Frontier) bundled options add things back in. Treat the ticket price as the start of your cost, not the total. See the personal-item checker for the carry-on trap that costs $99 at the gate.
This trips up more people than any other rule. United is the only US legacy carrier that restricts Basic Economy to a personal item under the seat. If you fly United Basic with a roller carry-on, you'll pay $65 at the gate to check it. Either book Main Cabin or pack lighter.
All 5 carriers' Basic fares are non-changeable since 2020-2021. If your plans change, you forfeit the ticket. Use the DOT refund-rights tool if the airline causes the disruption — that's the only legal path to a cash refund.
JetBlue's policy varies by route — some transcon Basic Basic fares do allow a full carry-on, others don't. Read the fare rules at booking. Mint cabin (premium) is always carry-on inclusive.
If you have MileagePlus Premier (United), SkyMiles Diamond/Platinum/Gold (Delta), AAdvantage Gold/Platinum (American), or Alaska MVP, you generally keep carry-on, free seat selection, and priority boarding even on Basic fares. Check the airline's elite-vs-fare matrix.
The DOT 2023 rule requires airlines to seat children under 14 next to a parent at no extra cost, regardless of fare class. If a Basic fare doesn't get free seat selection but you're travelling with a young child, the airline must accommodate — ask at check-in.
Confusing: Main Cabin (the tier above Basic) on most US carriers is fully changeable for free since 2021. Only Basic loses that flexibility. Upgrade to Main if the price difference is <$50 and your plans are even slightly fluid.
