Why customs allowances are set at the destination, not the origin

Duty-free thresholds (alcohol litres, cigarettes, cash to declare) are determined by the country you're entering — not the country you're leaving. So the EU's 200-cigarette allowance for arrivals from outside the EU doesn't help if you're flying into Japan, which caps at 200 cigarettes too but counts roll-your-own differently. Cash declaration thresholds (typically US
