Why visa rules change faster than you'd expect

Tourist visa rules shift constantly: Brazil reinstated visas for US/Canadian/Australian passport holders in April 2025 (after suspending them in 2018); the UK Electronic Travel Authorisation (ETA) became mandatory for visa-exempt visitors in January 2025; the EU ETIAS is scheduled for mid-2026. Beyond the headline status, the 'passport validity' rule trips people up: most countries require at least 6 months remaining beyond your travel dates, but the Schengen area uses a different rule (3 months beyond departure, issued within the last 10 years).
