Trained service DOGS fly free in cabin at the handler's feet, protected under the Air Carrier Access Act. Since the 2021 DOT rule change, only dogs are recognized (no cats, miniature horses, etc.). Must submit the DOT Service Animal Air Transportation Form 48 hours before flying. No carrier required, but dog must be leashed/harnessed and behave appropriately.
Assistance dogs allowed in cabin free of charge on EU airlines. Documentation required: training certificate, vaccination records, EU Pet Passport. Notify the airline at booking.
Recognized assistance dogs (registered with Assistance Dogs UK or international equivalent) can travel in the cabin. Must meet Pet Travel Scheme requirements for entry into the UK.

India + China + Vietnam: very limited acceptance — confirm with airline before booking. NEVER 'emotional support animal' — only formally trained / certified service animals.
Australia: assistance dogs certified by Public Access Test schemes accepted in cabin on Qantas / Virgin Australia / Air NZ / Jetstar — must be pre-arranged with the airline + documentation provided. NZ similar. Pacific carriers vary.
